For Browns, I recommend the upper deshutes, near downtown bend. Specifically Sawyer Park. I have pulled several 20 inch + Wild Browns out of that stretch of river. Well worth the drive if from the Portland Metro.
Well that’s just some bad info - Harriet is full of browns, I catch them on every visit. You probably need to change up your technique.

It's been several years, since I've been to Lake Harriet. It's a bummer to learn that the browns are now non-existent.
