What happened to Eagle Creek on the Clackamas?

Does anyone know what's up with this fishery? My friend went there a couple weeks ago and he said that it's closed. The picture says that it's accessible only by permit.

So is this the end of fishing eagle creek without paying Weyerhaeuser?
