I notice in the regulations for trout it says angling restricted to artificial flies or lures for trout see exceptions where use of bait is allowed and I like to trout fish in thomas creek so does that mean i can't fish it if it's not in exceptions?

It means that you you can only fish it with flies or lures......the exception would say it is closed or bait is allowed also if the limit is different
