An extremely clueless question regarding waterway navigation

Hello all,

I'm planning on acquiring a small boat to further my pursuit of salmon & steelhead in the rivers surrounding Portland, and have been looking into the legality of where exactly one can camp for the night outside of the designated campgrounds.

I received a wealth of information from the good folks in the State Parks Department, however I need some help with something very basic.

Here is an example of an entry in a list of state-owned submerged/submersible land on navigable waterways:

Columbia River
RM 0 to 309 (Oregon-Washington border)

Can someone tell me how to properly chart the designation "RM 0 to 309"?

RM = River Miles

RM 0 = Mouth of river
RM 309 = 309 miles frm the mouth

on a water way where you can use a boat all you have to do to legally camp is be outside the commercial shipping lanes... all other waters is fair game.

Provided you are camping in the boat and not on the bank of the river! ???
